DR. FRANCISCO J. FONSECA MORILLO
Born on August 7, 1955, in Valladolid, married with one child.
Holds a Law degree from the University of Valladolid (1977) and a Political Science degree from the Complutense University (1979). Earned a PhD in Law from the University of Valladolid (1984). Associate Professor of Public International Law and International Relations at the University of Valladolid (1986). Associate Researcher at the Institut d’Études Européennes of the Université Libre de Bruxelles (1989). Associate Professor of European Law at CEU San Pablo University (2011). President of the European Movement in Castile and León (2021). Director of the Institute for European Studies at the University of Valladolid (2022). From 1986 to 2021, served as an official in European institutions:
1986–87: Administrator in the Budget DG.
1987–89: Principal Administrator in the DG for Economic and Financial Affairs.
1989–94: Assistant and Adviser in the Forward Studies Unit of President Jacques Delors.
1995–99: Adviser in the Commission team that prepared the Treaty of Amsterdam under Commissioner Marcelino Oreja Aguirre.
1999–04: Deputy Head of Cabinet and Head of Cabinet for Commissioner António Vitorino, responsible for Justice and Home Affairs.
2004–09: Director responsible for Justice and Fundamental Rights in the DG for Justice, Freedom, and Security.
2009–15: Head of the European Commission Representation in Spain.
2015–16: Acting Director-General for Justice and Consumers.
2016–18: Deputy Director-General in the Directorate-General for Justice and Consumers.
2018–21: Head of the European Commission Representation in Spain.
