Distinguished career: Lawyer and professor of international relations, recognised for his European parliamentary career and his research into European integration, foreign policy, frozen conflicts and parliamentary diplomacy.
JORDI XUCLÀ COSTA holds a PhD in Communication from Ramon Llull University and a degree in Law from the University of Girona. He is currently pursuing a second PhD in Law and Economics at San Pablo CEU University. A lawyer and professor of International Relations, he teaches at Abat Oliba CEU University, Ramon Llull University and the University of Vic-Central University of Catalonia. Since 2023, he has served as President of the Catalan Council of the European Movement and Vice-President of the Spanish Federal Council of the European Movement.
Between 2000 and 2019, he pursued a parliamentary career as both a senator and a member of the Congress of Deputies. In Congress, he chaired the Committee on International Development Cooperation and the Committee on Disability. He was a member of the Parliamentary Assembly of the Council of Europe between 2008 and 2019, where he served as rapporteur for eighteen reports, President of the Parliamentary Group of the Alliance of Liberals and Democrats for Europe, a member of the Committee on the Election of Judges to the European Court of Human Rights and a member of the Venice Commission.
His research focuses on European integration, Spanish foreign policy, frozen conflicts and parliamentary diplomacy. He is the author of the book “Els catalans en la guerra freda cultural i l’europeisme. Diverses vides en una vida” (The Catalans in the Cultural Cold War and Europeanism: Many Lives in One Life), as well as more than 50 articles published in indexed academic journals and book chapters.
He has been awarded the Spanish Order of Civil Merit, the Order of the Star of Italian Solidarity, the Order of Grimaldi of Monaco, the Hungarian Order of Merit, the Order of Merit of Ukraine, and the Presidential Medals of France and Kazakhstan.
