Dr. Alfredo Rocafort<\/p><\/div>\n

Alfredo Rocafort<\/strong><\/em><\/a>, Professor of Financial Economics and Accounting at the University of Barcelona<\/strong>, member of the Governing Board<\/strong> of the Independent Foundation<\/strong>, Numerary Member of the Royal Academy of Economic and Financial Sciences<\/strong> and of the Academy of Veterinary Sciences of Catalonia<\/strong>, Honorary Member of the Academy of Sciences, Engineering and Humanities of Lanzarote<\/strong>, and Numerary Member and President of the Governing Board of the Royal European Academy of Doctors<\/strong> (RAED), presented the paper \u201cEmergencies and the emergence of global power\u201d<\/strong>, which will be included among the contributions to the 10th International Academic Meeting<\/strong> held by the Royal Academy between 15 and 20 March in several German cities under the general title \u201cThe Rhine as a current of knowledge: cross-border dialogues\u201d<\/strong>. In this study, the President of the RAED summarises his latest work on the geopolitics emerging in the 21st century and defends the premise that Europe is not a geography, but a consciousness. He calls for the construction of a future founded on the democratic values that have shaped the continent, demonstrating that intelligence and ethics can prevail over force in the current international order.<\/p>\n

\u201cIn contrast to the unipolar hegemony and liberal multilateralism that structured the period following the Cold War, a scenario is emerging characterised by asymmetric multipolarity, the proliferation of influential non-state actors, the growing prominence of technology and an increasingly intense struggle for political, normative and cultural legitimacy. This is the time to examine key concepts such as sovereignty, security and interdependence within an environment of shared vulnerability, as well as the fragility of liberal democracies, the rise of adaptive authoritarianisms and the consolidation of the Global South as an actor with agency of its own in shaping the international system. An epistemological and ethical reflection on the exercise of power in an interdependent and complex world is also essential, underlining the need for responsible, plural governance oriented towards the common good as a prerequisite for addressing contemporary global challenges,\u201d the speaker states in his introduction.<\/p>\n

For Rocafort, this transformation of global power goes beyond the mere replacement of one dominant power by another: it represents a qualitative change in the very nature of power. The liberal model founded on United States hegemony and institutional multilateralism is showing clear signs of exhaustion. Failed military interventions, the 2008 financial crisis, domestic polarisation and increasingly erratic and transactional leadership have eroded Washington\u2019s moral authority and its capacity to build consensus. At the same time, China\u2019s rise offers an alternative model based on centralised political control, accelerated economic development and a strict interpretation of non-interference, exemplified by initiatives such as the New Silk Road, he argues.<\/p>\n

\"\"In his analysis, the President of the RAED focuses on a new landscape that is not bipolar, but rather a system of asymmetric and fragmented multipolarity, in which non-state actors, technology corporations and regional powers proliferate and negotiate pragmatic alliances according to their interests. The international institutions created after 1945, he stated, are suffering from paralysis, a lack of representativeness and a loss of legitimacy, while conflict is adopting hybrid forms: sanctions, cyberattacks, trade wars and battles for control of the narrative. Global emergencies act as historical accelerators. Pandemics, climate collapses and technological disruptions reveal the inadequacy of traditional sovereignty understood as absolute territorial control and force it to be redefined as the capacity for resilience, anticipation and cooperation within networks of interdependence. Security, in turn, extends beyond the military sphere to encompass health, food, digital and climate dimensions, placing individuals and communities at its centre.<\/p>\n

The expert concludes his analysis by highlighting two elements that are emerging as decisive new vectors of power: technology and narrative power. In an environment saturated with information, he stated, whoever controls the flow of data and constructs the dominant narratives can shape perceptions, mobilise emotions and legitimise actions without relying exclusively on force. He likewise highlights the vulnerability of liberal democracies, affected by public disaffection, slow decision-making and disinformation, in contrast to the rise of adaptive authoritarianisms that combine digital surveillance, emotional propaganda and promises of order and efficiency. As for the Global South, he adds, it is consolidating an agency of its own, demanding greater influence within institutions, historical justice and equitable access to technologies and resources. Rocafort concludes with an epistemological and ethical reflection: the old concepts of the 20th century are insufficient to explain a complex, interdependent and uncertain reality. An ethics of responsibility is therefore urgently required, based on understanding rather than dominating, cooperating without imposing uniformity, anticipating risks, thinking in the long term and restoring trust. Only plural, legitimate governance oriented towards the common good will be able to address the challenges of a world in which power is multiplying, dispersing and being contested simultaneously across material, digital and symbolic dimensions, he states.<\/p>\n","protected":false},"excerpt":{"rendered":"
